Emergency Response Plan

The University of Warith Al-Anbiyaa (UOWA) has officially released its updated Emergency Preparedness & Response Plan, reaffirming the University's commitment to protecting students, staff, visitors, and campus facilities. Developed by the Quality Assurance Department in collaboration with the Civil Defence Division, the plan establishes a comprehensive framework for preventing, responding to, and recovering from emergencies while ensuring the continuity of university operations.

Built on International Standards

To ensure the highest levels of safety, environmental responsibility, and operational excellence, the Emergency Preparedness & Response Plan is aligned with internationally recognised management systems:

ISO 45001:2018 – Occupational Health & Safety Management.
ISO 14001:2015 – Environmental Management.
ISO 9001:2015 – Quality Management.
ISO 21001:2018 – Educational Organisations Management.
Three Emergency Levels with Rapid Response

To ensure every incident receives an appropriate and timely response, emergencies are classified into three levels according to their severity:

Level 1 – Minor Incident: Localised incidents managed internally without disrupting normal university operations.
Response Time: Within 2 minutes.
Level 2 – Moderate Emergency: Incidents that may affect safety or operations and could require assistance from external emergency services.
Response Time: Within 5 minutes.
Level 3 – Major Emergency: Critical incidents posing significant risks to life, infrastructure, or university continuity, requiring full emergency mobilisation and coordination with external authorities.
Response: Immediate action, with full emergency coordination established within 10 minutes.
Six Specialised Emergency Response Teams

Operating under the supervision of the Supreme Emergency Committee, chaired by University President Prof. Dr. Ibrahim Saeed Al-Hayawi, six dedicated emergency teams are trained and prepared to respond immediately to any incident:

Firefighting Team – Controls fires and maintains firefighting equipment across campus.
Order Maintenance Team – Manages crowd control and ensures safe movement during emergencies.
Warning & Communications Team – Activates alarm systems and coordinates communication with emergency services.
First Aid Team – Delivers immediate medical assistance and stabilises injured individuals.
Evacuation & Rescue Team – Directs evacuations and provides priority assistance to individuals requiring additional support.
Blackout & Electricity Team – Safely isolates electrical systems and manages backup power and emergency lighting.
Quick Guide: The 5-Minute Evacuation Rule

When an emergency alarm sounds, every second matters. Follow these four essential steps:

Report: Activate the nearest manual alarm point and immediately notify emergency personnel.
Power Down: Stop work safely, switch off electrical equipment where possible, and never use elevators.
Evacuate: Follow illuminated exit signs calmly to your designated assembly point.
Account: Report to your department representative to ensure an accurate headcount.
Prepared Through Training and Continuous Improvement

The University conducts biannual emergency drills to evaluate preparedness, strengthen coordination, and continuously improve emergency response capabilities. These exercises support the University's goal of achieving 100% personnel accountability while completing campus evacuations in under 5 minutes for administrative buildings and within 8 minutes for large academic buildings.
