Anti-Bribery and Anti-Corruption Policy

The University of Warith Al-Anbiyaa upholds a zero-tolerance policy toward bribery and corruption in any form. The Anti-Bribery and Anti-Corruption Policy (Version 1.0, 2025) applies to all individuals associated with UOWA — academic and administrative staff, students, contractors, consultants, agents, and any third party acting on the University's behalf — in all jurisdictions where the University operates.

The University is committed to conducting all its activities with the highest standards of integrity, transparency, and ethical conduct, in full compliance with Iraqi law and international anti-corruption standards.

Prohibited conduct under this policy includes:

  •  Offering, giving, receiving, or soliciting bribes in any form
  •  Making facilitation payments of any kind, regardless of amount or local practice
  •  Fraud, falsification of records, and misuse of university resources
  •  Kickbacks and undisclosed conflicts of interest
  •  Accepting or offering gifts, hospitality, or benefits intended to improperly influence decisions

 All gifts and hospitality received must be declared within five working days. Cash or cash equivalents are prohibited in all circumstances. Any gift offered on behalf of the University requires prior written approval.

Concerns about bribery or corruption may be reported through multiple channels:

  •  Office of Legal Affairs & Compliance 
  •  Line Manager or Head of Department
  •  University President's Office
  •  Anonymous reporting form on the UOWA website
  •  Iraqi Integrity Commission (HIC) 

The University guarantees full whistleblower protection for all good-faith reports. No person shall suffer retaliation as a result of raising a genuine concern. All reports are acknowledged within three working days and investigated impartially and confidentially.

Sanctions for policy breaches range from formal written warnings and mandatory training to dismissal and referral to Iraqi law enforcement, depending on the severity of the conduct. This policy is owned by the Office of Legal Affairs & Compliance and reviewed every two years.
